A Law Without a Soul

- Limited risk systems require transparency. Users must know they are interacting with AI.
- Minimal risk systems are largely unregulated.
From a governance standpoint, this is elegant.
It gives regulators enforceable categories.

What it does not do—and cannot do—is ask deeper questions.
The Act asks:
What risk tier is this system in?
It does not ask:
What kind of power does this system normalize?
What kind of dependency does it create?
What kind of responsibility does it dissolve?
